National Additive Manufacturing Technical Committee for Standardization - Data and Design Subcommittee Established in Yantai

Yantai, Shandong, November 18, 2025 – The inaugural meeting of the much-anticipated "National Additive Manufacturing Technical Committee for Standardization - Data and Design Subcommittee" (hereinafter referred to as the "Subcommittee") was successfully held in Yantai, Shandong Province.
The inaugural meeting was chaired by Li Haibin, Deputy Secretary-General of the National Additive Manufacturing Technical Committee for Standardization.

The event brought together leaders and representatives from key organizations including the National Additive Manufacturing Technical Committee for Standardization, China Machinery Industry Federation, Yantai Market Supervision and Administration Bureau, and the Yantai Development Zone Market Supervision and Administration Bureau. Experts and committee members from renowned universities, research institutions, and leading industry enterprises also gathered for this significant moment in the development of China's additive manufacturing standardization. Participating institutions included China National Machinery Industry Productivity Promotion Center, Aerospace Science and Industry Corporation New Materials Research Institute, Aerospace Additive Technology Co., China Nuclear Power Research and Design Institute, Beijing Power Machinery Research Institute, Beijing Remote Sensing Equipment Research Institute, CSIC Haiwei, Lanzhou Institute of Chemical Physics, Chinese Academy of Sciences, Taihang National Laboratory, and Xi'an Additive Manufacturing Institute. Universities represented included Beihang University, Ocean University of China, Huazhong University of Science and Technology, Harbin Engineering University, and Shandong University. The establishment of the Subcommittee marks a crucial step in standardizing the core foundational areas of China's additive manufacturing industry – data and design – and holds milestone significance for propelling the industry into a new phase of high-quality development.

Li Haibin, Deputy Secretary-General of the National Additive Manufacturing Technical Committee for Standardization, highlighted the rapid development of China's additive manufacturing industry in recent years. Citing current examples, he noted that China's additive manufacturing equipment output in the first three quarters of this year increased by 40.5% year-on-year, consistently ranking among the top in national industrial growth, with further expansion in export scale. In 2024, products have been exported to 158 countries and regions worldwide, with an export value of 9.371 billion RMB, a year-on-year increase of 32.6%. Standards serve not only as a "hard ruler" for regulating markets and ensuring quality but also as a "strategic move" to lead innovation and seize competitive advantages. China has cumulatively developed 84 national standards and 21 industry standards for additive manufacturing. Among these, data and design, acting as the core bridge from "digital model" to "physical entity," are the key engines for unleashing the potential of additive manufacturing and driving high-quality industrial development. Twelve related standards have been released, laying a solid foundation for the establishment of the Subcommittee.

On behalf of the Secretariat of the National Additive Manufacturing Technical Committee for Standardization, Deputy Secretary-General Li Haibin put forward three requirements for the Subcommittee: First, standardize operations and strengthen collaboration. Conscientiously fulfill the Subcommittee's responsibilities, focus on urgent industrial needs and cutting-edge fields, and plan and cultivate key standard projects. Second, build a strong team to tackle challenges. Enhance capabilities in preliminary research, proposal, and drafting within the field of international standards. Dare to tackle hard problems, organize specialized efforts to break through bottlenecks in core additive manufacturing processes, materials, and equipment, and strive for substantive breakthroughs in international standards for fundamental, universal, and key technologies. Third, uphold fairness and broaden participation. Fully leverage the core role of committee members, extensively involve universities, research institutions, leading enterprises, and inspection and certification bodies in collaborative development, and solidly advance the construction of a standard system covering key links such as design, data, and processes, providing robust support for high-quality industrial development.

Tan Xiangning, Deputy Chief Engineer of China Machinery Industry Federation, pointed out that since the beginning of this year, new requirements for standardization work have been put forward at the national level. The "Proposals for the 15th Five-Year Plan" adopted at the Fourth Plenary Session of the 20th Central Committee mentioned keywords related to standardization over 20 times, explicitly proposing tasks to "strengthen standard leadership, promote standard upgrading, and deepen standard interoperability (soft and hard connectivity)." As of now, there are over ten thousand each of national standards and association standards in the machinery industry sector, with more than thirteen thousand experts promoting standardization work. The conversion rate of international standards has reached 92%, with standardization comprehensively supporting and leading high-quality industrial development. The Data and Design Subcommittee will effectively drive China to seize opportunities in the new round of technological revolution and industrial transformation, winning more discourse power for "Intelligent Manufacturing in China" in the global additive manufacturing field. He expressed hope that the Subcommittee would: first, bravely assume responsibility and find its correct positioning, representing the nation in leading the direction; second, understand the laws of standardization development and resolutely implement various work requirements; third, strengthen learning and deeply grasp the trend of digital development.

Cao Dongsheng, Deputy Director of the Yantai Huangbohai New Area Market Supervision and Administration Bureau, congratulated the successful holding of the inaugural meeting and pointed out: Yantai Huangbohai New Area is one of the four provincial-level new areas in Shandong Province and also one of the first 14 national-level development zones approved by the State Council in 1984. It benefits from multiple national strategic advantages, including the Pilot Free Trade Zone and Comprehensive Bonded Zone, and is striving with high morale to build a high-level open strategic hub facing Northeast Asia and construct a national high-end equipment manufacturing base. After decades of dedicated development, the New Area has established five leading industrial clusters: high-end chemicals and new materials, automobiles and new energy vehicles, new-generation information technology, high-end equipment manufacturing, and biomedicine. Guided by the innovation-driven strategy, the area has gathered 868 high-tech enterprises. 74 enterprises and institutions have led or participated in the formulation of 505 standards at various levels, successfully completed 3 national-level and 6 provincial-level standardization pilot projects, and established 2 provincial standard innovation centers. The total talent pool has exceeded 230,000, laying a solid foundation for the vigorous development of emerging industries like additive manufacturing. The establishment of the Subcommittee is timely and profoundly significant. It not only provides a platform for coordinated promotion of standardization within the industry but also highly aligns with the New Area's focus on cultivating industries like high-end equipment manufacturing and fostering new quality productive forces. This creates favorable conditions for the New Area to deeply integrate into the national additive manufacturing industrial ecosystem. The Market Supervision and Administration Bureau will fully support and provide services, leveraging the New Area's mature industrial ecosystem and scientific innovation resources to create an excellent environment for the Subcommittee's work.

Currently, China's additive manufacturing technology and industrial standards face challenges such as lagging foundational and universal standards, insufficient depth and practical translation in the standardization system for frontier innovative design methods, low internationalization of the standard system, and inadequate integration depth with the digital full chain. The establishment of the National Additive Manufacturing Technical Committee for Standardization - Data and Design Subcommittee directly addresses this core challenge. Based on national strategy and industrial needs, the Subcommittee will pool the wisdom of top national experts, dedicated to establishing and improving the core standard system for data and design in additive manufacturing, covering fundamental commonalities, data specifications, model specifications, and process design. It aims to build an open and compatible intelligent manufacturing ecosystem, drive China's additive manufacturing industry from "single-point breakthroughs" towards "global leadership," and comprehensively strengthen the foundation for the high-quality development of China's additive manufacturing industry.

Lv Zhongli, Secretary-General of the Subcommittee and Chairman of Shandong Chuangrui Laser Technology Co., Ltd., stated: "The placement of the Subcommittee Secretariat at Chuangrui Laser represents the high trust of national, provincial, and municipal competent authorities, and we are deeply aware of the honor and great responsibility of this mission. In the next step, the Subcommittee will resolutely implement the strategic deployments of the competent authorities and the National Additive Manufacturing Technical Committee for Standardization. Closely aligning with the national strategies of Building a Manufacturing Power and a Quality Power, as well as the requirements in the '15th Five-Year Plan' proposals regarding developing new quality productive forces and enhancing the resilience and security of industrial and supply chains, we will actively implement the specific decisions made at this inaugural meeting and the first plenary session. We will prioritize the development of a batch of technical and industrial standards adapted for localization and enhanced security, ensuring interconnectivity and data security within the domestic additive manufacturing industrial ecosystem. Gradually, we will seek breakthroughs in frontier areas of additive manufacturing technology where we possess certain advantages, and plan and formulate a number of association standards and national standards. We will actively promote these excellent national standards internationally, striving to elevate them to international standards, and fully contend for discourse power in the global additive manufacturing industry competition."
